PROJECT OBJECTIVES
The overall objectives for the 3rd and 4th Street Improvements project include:
- Actively engage stakeholders and the public throughout all phases of the project
- Improve multimodal circulation in the area
- Establish a well-connected network of car, transit, bicycle, and pedestrian facilities
- Reduce vehicle congestion on area streets
- Enable more direct connections to institutional campuses (University of Tennessee at Chattanooga, the Chattanooga School for the Arts & Sciences, Erlanger Hospital, etc.)
- Convert separated grade intersections to at-grade intersections
- Improve safety
- Develop and implement a design that encourages safe traffic speeds
- Provide bicycle and pedestrian facilities, including additional connections to the Riverwalk
- Encourage economic development along the corridor
- Alleviate stormwater issues
The resulting 3rd and 4th Street Improvements Masterplan, developed in conjunction with a broader economic development study, identified transportation improvements to support and encourage economic development and provide enhanced connections among the various community assets. Based on extensive public and stakeholder engagement, the concepts outlined in the masterplan were developed to support the planning, engineering and economic analysis for the corridor. The combined planning efforts focused on the creation of a vibrant zone of economic growth defined by an active business community, with an emphasis on health, wellness, and education, good neighborhoods, and a strong sense of place.
