The Planning Phase concluded in April 2016 with the completion of the Masterplan, which is available on the library/project documents page. Based on the available data, a review of prior studies, stakeholder interviews, and input received during the two stakeholder/community charrettes, the Masterplan depicts vehicular, pedestrian, and bicyclist circulation and connections; open space, street landscaping and design, as well as transit services and parking concepts for the study area.

The Masterplan was developed in conjunction and coordination with the 3rd & 4th Street Corridor Plan (https://rivercityco.s3.amazonaws.com/rcc/pdfs/3rd-4thStCorridorPlan2016.pdf). The corridor plan "provides a vision and implementation strategy to help guide and coordinate catalysts of change for multiple districts in Chattanooga."
