NEPA Public Meeting
November 1, 2016
A National Environmental Policy Act (NEPA) Public Meeting for the 3rd and 4th Street Improvements project was held on November 10, 2016. This meeting provided information on the preferred concept, the Modified Interconnected Grid Concept, and the developments of the NEPA process. Attendees heard a brief presentation then a question-answer-session took place. Attendees were also able to comment via comment cards. Approximately 40 people attended the NEPA public meeting.
Design Charrette and Public Meeting
November 17-19, 2015
A three-day design charrette was also conducted in mid-November 2015. Because of the close link between the transportation improvements and economic development, our team has partnered with a companion study that is examining land use and economic development opportunities in a broader corridor along 3rd and 4th Streets. Both consultant teams for the 3rd and 4th Street Improvements Plan and the 3rd & 4th Street Corridor Plan worked cooperatively over the three days to refine designs and test new designs for the potential transportation concepts and land use recommendations in response to stakeholder feedback. Again, at the conclusion of the three-day design charrette the concepts and ideas that were generated and refined throughout the week were presented during a public meeting. A total of 72 stakeholder representatives participated in the charrette process and a total of 53 people participated in the public meeting.

A presentation highlighting the transportation concepts, as well as potential growth and development opportunities in the broader corridor was presented at a public meeting on November 19, 2015.
Stakeholder Charrettes and Public Meeting
September 29 - October 1, 2015
As part of the project, we conducted a three-day stakeholder charrette from Tuesday, September 29 - Thursday, October 1, 2015. Throughout the three days, groups of stakeholders met with members of the planning and urban design team as part of our effort to listen and gather information from those who live, work, and play in the project corridor. At the conclusion of the charrette, a public meeting was held to gather additional input from interested parties. Highlights from the charrette and public meeting included engaging the public and stakeholders in identifying issues, confirming the goals and objectives along with the purpose and need for the study area, and explaining how the vision for the project connects to broader community goals. A total of 62 stakeholder representatives participated in charrette’s and a total of 41 people participated in the public meeting.
Introductory Stakeholder Meetings
Early 2015
Key stakeholders for the project were identified and individual stakeholder meetings took place to introduce the project to these stakeholders. These stakeholders were major property owners in the project corridor and other companies or agencies that have an interest in transportation and development type projects. The project team set up meetings with over 15 stakeholder groups.
